Job Description:
The Chief of Staff for MPD will serve as a critical strategic
advisor and essential support to the Chief of Police, managing
high-priority initiatives, facilitating organizational
effectiveness, and ensuring seamless communication and coordination
across all divisions and units of MPD and METRO. Performs duties in
a safe, efficient manner and in compliance with all applicable
rules and safety procedures.Responsibilities and Specific
Duties
- Assist the Chief of Police in long-term planning and
organizational development to enhance the department's
effectiveness and efficiency.
- Supports the implementation of department-wide strategic
initiatives and programs and provide operational assistance in
managing special projects.
- Ensures alignment of departmental operations with strategic
goals.
- Serves as a key strategic advisor to the Chief of Police,
ensuring issues needing the Chief of Police's attention are
addressed timely.
- Represents the Chief of Police in high-level meetings and
strategic discussions.
- Serves as primary liaison between the Chief of Police and
internal/external stakeholders.
- Coordinates with executive command staff on General Order and
procedural development.
- Facilitates interdepartmental communication and collaborative
efforts.
- Assists and communicates with both departmental and external
partners in decision-making, program management, and initiative
implementation.
- Sustains department organizational structure to avoid gaps in
knowledge and skills.
- Maximize the efficiency and productivity of department
processes and procedures.
- Collaborates on department budget planning and monitoring,
ensuring the efficient allocation of resources.
- Monitors and evaluate the performance of departmental programs
and initiatives, making recommendations for improvements as
needed.
- Oversees administrative functions of the department, ensuring
that all activities align with the department's goals and
objectives.
- Provides managerial support and perform personnel
administrative functions of direct report staff for the purpose of
maintaining necessary staffing, enhancing productivity of staff,
and ensuring necessary department outcomes are achieved.
- Supports recruitment, retention, and professional development
strategies.
- Facilitate performance management and evaluation
processes.
- Fosters positive relationships with community leaders, elected
officials, stakeholders, and external agencies to promote
collaboration and trust.
- Represent the department in community meetings and public
forums.
- Facilitates transparent and effective internal communication
across all departmental levels.
- Oversees the preparation of presentations, reports, and other
materials for the METRO Board of Directors, including public
meetings.
- Provides excellent customer service to METRO internal and
external customers.
- Applies SMS (Safety Management System) methods and principles
in daily routine and supports all aspects of the agency's Public
Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to
reduce or eliminate accidents.
- Performs other job-related duties as assigned.Pay Range:
$102,900 - $140,400Education RequirementBachelor's degree in
communications, Business or Public Administration, Political
Science, or related field. Masters' degree in related field
preferred.Years & Experience RequiredMinimum ten (10) years of
management experience in the public sector. Project Management or
Law enforcement is preferred.Knowledge & Skills RequiredThis
executive-level position requires a strategic thinker with
exceptional leadership, communication, and organizational skills.
Ability to function in a rapidly changing working environment.
Extensive experience in managing internal client relationships at
all levels of an organization. Excellent writing skills, effective
communication (written and verbal) skills and policy development
experience. Analytical skills with the ability to exercise sound
judgment and problem resolution. Ability to coordinate, obtain and
compile information from various departments and levels of
management. Proficient knowledge of PC's and related software;
advanced proficiency with Microsoft Office suite; Access, Outlook,
Excel, Word and PowerPoint.Additional InformationThe Metropolitan
